The game is a direct sequel to the previous arcade Dragon Ball Z game, produced two years earlier. Out of all the drain skills, this one's utility is definitely the weakest, since it steals both Ki and Stamina it had to steal them in smaller amounts, but only getting one bar of stamina and two of Ki does not provide much of an advantage, beyond on saving a slot from having both the other drains. Latency may work both for and against you, as grabs are prone to getting prioritizes over other attacks online, but it may also allow enemy to back off from what should otherwise be a succesful combo into it. One universal way of landing it is after a dashing light attack, as surprisingly it is one of the few skills that can be directly cancelled into from that attack, and it causes enough stun to easily land, though you should make sure you're facing properly the enemy and are close enough to them when trying this method. Although this skill being a grab may make it seem like a good surprise attack on a blocking enemy, they should be able to attack you as long as they're paying attention. The most basic way would be to try to land it similarily to a stamina break, in a middle of a combo with long enough hitstun from a combo that cancels fast enough, but depending on latency, the enemy may be able to get away. Landing this or the other drains may be tricky, because they have low range and quite a considerable startup, but it is possible for everyone. Similarily to regular command grab, it will not land on enemies in juggle state, or those that you aren't locked onto. It will give user one bar of stamina and two of Ki or fill them up regardless if opponent has that much stamina and/or Ki, if they have less, then their stamina will drop almost to zero, but they won't be broken. The character grabs the opponent by the neck with their right arm, drains one bar of stamina and two bars of Ki and then punches the opponent away with their other arm.
